The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a City Support Lead, Civic Engagement to oversee key aspects of delivering multi-year, grant-funded programs. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.
The City Support Lead will lead technical assistance delivery for Civic Engagement programs to build the capacity of public servants to create better, longer lives for city residents. To achieve this, the City Support Lead will oversee a team who support city halls to deliver meaningful, effective engagement solutions for city leaders and government partners. The City Support Lead will also interact on a regular basis with Center leadership, partner organizations, vendors, and funders.
Specific Duties & Responsibilities
Work directly with Center and initiative leadership to design and deliver multimillion-dollar, multi-year programs.
Lead the development and delivery of the program?s city hall support and engagement in coordination with staff, vendors, partner organizations, and philanthropic funders.
Manage a world-class team responsible for providing direct technical assistance to city teams in the design, development, and delivery of new services and policy approaches in the partner cities. This may also include personally providing support to a portfolio of cities.
Conceptualize, prepare, and monitor technical assistance programs to provide client support and to promote research and dissemination and iterative program development.
Design and facilitate direct connections and collaborative learning opportunities among cohorts? cities, helping to identify and respond to cross-cutting opportunities and challenges.
Develop, recommend, and administer policies, procedures, and processes in support of programmatic operations.
Support the development of program artifacts such as briefings, messaging, and presentations.
Prepare and present project status reports, risk management, and other program lifecycle reports and documentation to Center?s leadership, program partners, and funder.
Coordinate development and submission of donor deliverables.
Onboard and provide regular training to program staff in best practices and delivery methods.
Provide quality assurance on deliverables before sharing with Center?s leadership, program partners, and funder.
Ensure systems are in place and effective to capture program data for both external reporting and internal learning and development efforts.
Promote synergies with teams across the Center to propose and develop sustainable and innovative solutions.
Travel up to 25% of the time.
Perform other duties, as assigned.

Minimum Qualifications
Master's Degree in Finance, Business or related field.
Five years of related experience, with at least three years managing staff.
Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Five years of experience in the field of government innovation.
Experience in a leadership position in local government, design, or management consulting.
Experience developing and implementing design-based innovation programs and processes.
Successful experience in program management and project management of complex initiatives from design to completion.
Experience managing with government, nonprofit, and philanthropic stakeholders.
Experience managing diverse teams.
Experience managing vendors and partners in collaborative projects or delivery efforts.
