Summary: Manages the contracting responsibilities for the organization including development of documents for grant funded commitments and external services provided, along with general contract review and evaluation.

Anticipated salary: $90,000 Extended experience: up to $107,500 if experience exceeds expectations
Principal Functions:
Handles the contracts area to include working with employees across the organization assisting with contract development and execution
Supervises employees in the contract area
Drafts contract documents including required modifications
Ensures that contract language is accurate and legally defensible
Analyzes and may negotiate terms and conditions of contracts
Maintains all contract files and the software used to monitor contracts
Oversees the submission of contractual information and responds to requirements of Federal and private funders as required
Reviews and approves requests for payments and financial reports from subcontractors and subaward recipients
Provides guidance to employees regarding policies, procedures, regulations, issues, and trends
Determines type of contract to utilize for each purpose and identifies when restrictive language is necessary for subrecipients of Federal pass-through funds. Ensures the contract language is appropriate
Trains employees in contract development by creating and delivering curriculum
Ensures funding is available for each contract before execution
Reviews relevant invoices submitted to ASTHO to ensure compliance with funder regulations and receipt of deliverables
Researches and resolves contract disputes or issues
Creates and updates policies and procedures
Provides professional support for programs and internal functional activities in the area of contracting
Closes out agreements at the end of the performance period of the sub agreements
Assists with the annual audits
Qualifications:
Bachelor???s degree in relevant business field
5 years of experience in contract development and execution
Demonstrated supervisory experience
Strong computer skills to include proficiency in MS Office, especially Outlook Word and Excel, and experience with accounting and contracts system software and other database applications
Excellent writing, oral, and interpersonal skills
Proven skills with principles and practices of federal grants and contracts administration, including familiarity with the Uniform Grants Guidance and FAR
Knowledge of U.S. Department of Health and Human Services cooperative agreement regulations and guidelines strongly preferred
