SUMMARY OF POSITION:
The Chief of Military Programs and Strategy contributes to Child Care Aware® of America’s (CCAoA) mission by leading the implementation of a comprehensive organizational strategy to ensure the quality implementation and expansion of national military-funded and military-connected child care programs across the United States. The Chief will be critical to connecting CCAoA’s national, state, and local child care systems knowledge to CCAoA’s military child care program implementation, both as a thought leader and relationship-builder. The Chief will have overall program management responsibilities for the various military programs and contracts. The Chief is responsible for administrative activities to include CCAoA’s military vision, strategy, planning, operational implementation, and budget and personnel administration. The Chief will supervise select programs, teams, and senior directors. The Chief leads a wide range of strategic, advisory, and operational supports, and serves on the executive management team of the organization. Travel will be required as needed.
Position Duties and Responsibilities:
Develop and execute the CCAoA Military child care program implementation and growth strategy.
Serve as a key player within the cross-departmental Leadership team, including strategic planning and implementation of strategic and operational plans for the Parent and Provider Services department.
Establish a close, collaborative working relationship with other Executive team members, and provide timely communications within Child Care Aware® of America on all significant program developments as required and in concert with the Chief Executive Officer’s direction.
Responsible for contract oversight, development of and review of contracts, alignment with government contract standards and deliverables, policy, regulations, Quality Control Plans, staffing,?training, and certification.?
Partner with Business Development staff to deepen and expand current and new lines of work, including fund development and communications collateral.
Develop and maintain positive and collaborative strategic relationships with military and military-connected partners.
Present on external panels, webinars, and conferences as well as represent CCAoA with print and other media, etc.
Provide direct supervision and consultation to ensure key responsibilities and projects are completed and meet the needs, standards, and strategic objectives of Child Care Aware® of America.
Develop, direct, and monitor the implementation of program policies and procedures for effective service delivery.
Manage the evaluation and maintenance of quality standards for all programs.
As required provide support, technical assistance, and training to program staff; coordinate and conduct regular staff meetings on program issues; conduct annual evaluations; recruit new staff; ensure adherence with personnel policies.
Prepare, distribute, and maintain records and reports, such as budgets, personnel records, and training materials, as applicable. Monitor documentation of client and program files, as applicable.
Ensure a supportive environment within and across departments that promote employee professional growth and organizational loyalty.
Develop a best-in-class team that supports and grows the various services CCAoA can offer for child care throughout the United States. Ensuring leadership growth and mentoring as well as service delivery excellence.
A Bachelor’s degree or higher in early childhood or a related field and a minimum of 10 years of directly related, progressive work in child care or related program areas.
Minimum (7) years of demonstrated leadership skills with the ability to motivate, influence, and build a high-performing team. Must possess exceptional interpersonal and conflict management skills.
5-8 years’ experience managing government contracts, grants, funding sources, and stakeholder partners with proven ability to understand the relationships and work directly with Federal Government clients, and the Department of Defense a plus.
Project Management Professional (PMP) (emphasis on Scrum and Agile) certification preferred with 10+ years of related project management experience.
Demonstrated experience in program development, implementation, administration, and evaluation.
Experience and/or certification in Lean and/or Six Sigma a plus.
Experience in project scheduling, cost controls, tracking and reporting methodologies, and analyzing the delivery of quality services.
Strong knowledge of the United States child care systems, with a focus on military desire.
Experience working within the Child Care System/Education System is considered a plus.
Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain project budgets.?
Experience in managing vendors/contractors regarding work scope changes to ensure that all contractual commitments are completed on time per applicable specifications.
Service-oriented with demonstrated business acumen, fiscal accountability, and consulting skills.
Superior writing and presentation skills with the ability to author reports, presentations, and publications; ability to convey complex information and ideas to all levels of management.
Highly collaborative with the ability to communicate and facilitate positive team outcomes. Clarify project objectives and provide guidance and direction to team members related to parameters, status, and outcomes to stakeholders
Ability to analyze information, form conclusions, and provide meaningful solutions.
Proficient in Microsoft Office 365 and other technology required for tasks and responsibilities.
