GENDER PROGRAM MANAGER, INTERNATIONAL
NARUC’s International Programs department seeks to empower the global community of regulators to drive meaningful change in their energy sectors. Working in partnership with U.S. and international government officials, our projects support real improvements in the quality and effectiveness of regulation in foreign countries through dialogue and collaboration. We utilize the talents and expertise of state commissioners and staff in our work, sharing the best of what the NARUC community has to offer.
The Gender Program Manager (GPM) position is a newly created position that will provide strategic vision and management of NARUC’s expanded gender projects. With funding from the U.S. Agency for International Development (USAID), NARUC supports the Advancing Women's Economic Empowerment Initiative. In 2020, NARUC launched its Advancing Women Leaders in Energy (AWLE) project in Eastern Europe & Eurasia. Through this project, NARUC’s goal is to transform the socio-cultural norms at energy regulatory commissions to ensure women can succeed and advance in their careers. NARUC is collaborating with energy regulatory commissions in support of organizational changes combined with training and mentoring to create a profound impact on the overall effectiveness of the commissions, which can in turn serve as a gender inclusive example for the regional energy sector. With the receipt of additional funding and a time extension, NARUC is significantly expanding its AWLE project.
This position reports to the Director, International Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Gender Program Manager (GPM) will ensure the integration of gender and social inclusion throughout the program’s activities, working closely with program leadership, partners, and other stakeholders. Key activities will include designing, implementing, and disseminating findings for gender and social inclusion analyses, gender and social inclusion action plans, and other approaches to achieving project goals. She/he will work closely with other project staff, such as with the Program Manager and Program Officers to ensure collection and disaggregation of gender and social inclusion related performance data and contribute to the analysis and interpretation of that data. The GPM will lead on key activities including conducting gender training internally and externally, designing and implementing the facets of the AWLE project (skills development, HR policy updates, mentoring, and internships) to ensure impact, producing and communicating success stories related to women and vulnerable populations, and developing new sustainable gender-focused organizations in select national energy sectors.. While the bulk of the position’s time will be focused on the AWLE project in Europe & Eurasia, the position will also provide leadership and support on other NARUC international gender projects and lead efforts for new business development.
Project Management and Technical Support
Brings strategic vision and technical direction to the AWLE and other NARUC gender projects, maximizing results and ensuring sustainability of activities.
Designs, conducts, and implements gender and social inclusion analyses and produce subsequent high-quality reports based on USAID’s Gender Policy, ADS 205, and other guiding documents.
Bosters workplans and ME&L plans with development of a Gender and Social Inclusion Action Plan for AWLE project activities with well-defined goals and timelines, mapping out strategic areas for gender integration that articulate with Work Plans and ME&L plans. Collaborates with project leadership, partners, grantees, and other stakeholders as appropriate to develop and execute public events, round tables, panels, town halls, and other events to: 1) highlight career development and gender equitable policies and practices in the energy sector, 2) to mitigate specific challenges or barriers women and other underserved groups encounter as energy sector employees in technical or leadership positions, and 3) to identify opportunities to promote STEM and energy sector careers at all levels.
Reviews and provides gender-sensitive feedback on draft HR/organizational policies, legislation, regulatory documents, outreach strategies for technical training and recruitment, and other project products for integrated, effective, and context-specific gender and social inclusion content, language, and representation.
Develops and implements surveys, questionnaires, focus group questions, information capture forms, and other tools to gather gender and social inclusion data on event presenters and participants, training participants, beneficiary groups, energy sector companies, and other key stakeholder groups. Works closely with Supervisor to ensure harmonized approach to project design, implementation and communication for projects, ensures this approved approach is implemented by program staff. Oversees conceptual development and submission to client of project work plans and budgets. Prepares and/or oversees development of high caliber deliverables (i.e., branding/marking, formatting, grammar, readability).
Reporting and Coordination with Clients and Partners
Liaises with clients as well as US Embassies and other USG partners on issues related to relevant initiatives to align NARUC projects with strategic initiatives.
Develops and implements a Stakeholder Engagement Plan to leverage expertise, knowledge, and contributions to advance the project’s gender and social inclusion goals, including exploring synergies with other donor-funded energy projects. To the extent possible, collaborate with project partners, grantees, government counterparts, and other stakeholders to advance key project goals via this engagement strategy.
Prepares high-quality reporting on gender and social inclusion work per NARUC and client requirements. Include details on progress, areas of concern, success stories, and forward-looking goals in the regular updates.
Coordinates closely with the Program Manager to ensure the continuous collection and monitoring of rigorous gender data against indicators and targets in accordance with USAID’s Gender Policy and reporting expectations.
Uses ME&L strategies to gather information with partners and feed into project design.
Leadership & Training
Provides leadership to maintain a supportive work environment, open communication accountability, collaboration and decision-making.
Coordinates with Communications staff to contribute to innovative outreach campaigns and communications tools to effectively disseminate information to, and engage with, diverse beneficiary and stakeholder groups, such as through social media and traditional media outlets.
Develops and leads in-house gender training for project staff that includes raising awareness of broad gender issues (e.g., sex verses gender, gender norms, gender inequalities, hidden biases, etc.); regional gender and social norms and barriers to equality; specific gender and inclusion challenges for the energy sector based on gender analyses; and the specific data collection and disaggregation requirements for gender data.
Identifies and leads new business development efforts related to gender work, including preparation of concept papers, proposals, etc.
Serves as a mentor to junior program staff to ensure integration of gender considerations into overall programmatic work.
Compliance & Financial Management
Follows procurement procedures and approves expenses accordingly.
Ensures budget adherence and timely submission of expenses.
Maintains appropriate documentation to support program files, budget planning and expense reports, and financial audits.
OTHER DUTIES AND RESPONSIBILITIES
Performs other duties as assigned
BA/BS from an accredited college or university in a gender or international related field. Advanced degree in gender related field is highly desirable. Minimum 7 years of progressive professional related to gender projects.
US citizenship or existing work authorization is required.
Experience as a leader responsible for coaching, mentoring and leading a team is a plus.
Knowledge of the nonprofit field and/or USG grant/contract requirements is a plus.
Experience directly leading gender related trainings and preparing reports and deliverables.
International travel 10-15% of the time is required (pending COVID-19 travel restrictions).
Ability to work in a fast-paced environment, juggle multiple projects and meet tight deadlines.
Demonstrated organizational and problem-solving abilities and attention to detail are essential. Ability to multi-task based on fluctuating priorities and requirements.
Leadership and management skills, with the ability to develop and manage collaborative business relationships both internally and externally are a must.
Excellent interpersonal skills and diplomacy for working with all levels of staff, external entities and NARUC leadership.
Excellent proficiency in critical thinking and decision making processes, verbal presentations, and writing skills.
Ability to handle and maintain the confidentiality of highly sensitive information and issues.
This is an exempt position. The position is grant-funded and continued employment is based on client funding and satisfactory work performance.
