Brooklyn Defender Services (BDS) represents approximately 30,000 clients per year in a variety of legal proceedings in New York City, primarily indigent criminal, family, and immigration defense. BDS also provides legal representation for clients on a wide range of matters that impact their lives including housing, education, employment, and immigration. It is one of the largest public defense providers; representing people who have diverse, complex, and multi-faceted needs in a high volume and fast-paced setting.
The Managing Director of Technology ensures efficient and effective delivery of technology services to ~500 users, overseeing all aspects of BDS’s technology environment including long-term planning, budgeting, purchasing, applications, infrastructure, security, network, and telephony. Core applications include legal case management systems and Office365.
Under the general direction of the Chief Operating Officer, the Managing Director of Technology is BDS’s in-house technology expert and takes a proactive service-oriented approach to implementing and maintaining efficient, secure, sustainable, streamlined systems. The ideal candidate is an experienced technology leader who can coach and develop a team, manage competing priorities, and isn’t afraid to roll up their sleeves.
In addition to responsibilities, key priorities for the first 12-18 months in role are listed below. Candidates with demonstrated experience in these areas will be prioritized.
Develop IT strategy and services to support BDS staff in delivering the BDS mission.
Partner with Unit Heads to identify technology needs and to recommend, source and implement cost-effective technology solutions.
Define the IT services and associated target service standards (Service Level Agreements).
Assess current performance of IT services and implement improvements in IT operations across process, people, and systems to achieve the desired standards.
Assess the IT application portfolio against business need, recommend and implement improvements e.g. replacing or consolidating applications. (see priorities below)
Create and implement security and disaster recovery policies, plans and processes. (see priorities below)
Oversee IT projects from strategic planning and business case / ROI development through requirements, project planning, resource allocation, and implementation. (see priorities below)
Develop, review, and monitor the IT budget.
Manage IT sourcing from identification of need through request for proposal, solution/vendor selection, and contracting.
Implement and operate vendor management processes to include contract and expense review, performance measurement and addressing performance issues.
Manage staffing, recruitment, supervision, scheduling, development, and evaluation of IT team.
Perform additional duties and projects as assigned.
Key Priorities for first 12-18 Months
Develop a comprehensive security policy. Plan and implement projects to achieve the policy.
Review a shortlist of potential document management solutions against pre-defined criteria and make a recommendation to the Executive Team (may be more than one solution). Develop and execute a plan for implementation within 6 months.
Review BDS’s case management system and requirements and develop a case management system strategy. By the end of 18 months have implemented a new case management system for at least one major practice.
Guiding the IT Manager to implement/improve incident management, problem management and asset management processes.
Bachelor’s Degree in Information Technology, Computer Science or related field required; Master’s Degree preferred.
ITIL certification and experience implementing and operating ITIL processes strongly preferred.
Minimum of ten (10) years IT experience, across multiple IT functions. If candidate does not have experience overseeing all IT functions, candidates with primary experience in application management, business analysis, security, and data management will be prioritized over candidates whose primary experience has been in data centers, network, and telephony.
Minimum of seven (7) years in an IT management role
Experience working in non-profit organizations (less than 1,000 users) and/or in legal services is preferred.
Strong knowledge of current technology trends.
Ability to tailor communications to technical and non-technical audiences. Ability to develop and communicate technology plans as business plans.
Credible messenger. Willing to challenge status quo environment and views.
Demonstrated experience in IT service management and IT vendor management.
Demonstrated experience in coaching and developing an IT team to perform.
Extremely analytical with keen knowledge of streamlined business processes, management, budgeting, and operations
Experience with virtualization, cyber security, information systems, file sharing, case management and document sharing solutions.
Ability to prioritize work with limited resources.
Strong problem-solving skills and a ‘whatever it takes’, ‘roll up your sleeves’ attitude
