Johns Hopkins University Centers for Civic Impact seeks a Director for its GovEx Academy. The Director will head GovEx Academy and is responsible for the oversight of a team dedicated to designing, developing, and improving online, in person, and blended learning experiences to advance the knowledge of governments and their employees to use data for improved decision making and outcomes. The Director will work collaboratively with the entire Civic Impact team to develop and deliver innovative, evidence-based learning opportunities for public-sector staff across a range of roles and responsibilities.
Capacity building related to government data use is core to the implementation of data management, open data, performance management, and data analytics in What Works Cities and across the Civic Impact portfolio. The Director of GovEx Academy will build, with support from his/her staff, both standard and customized training opportunities related to the aforementioned practice areas for government staff at all enterprise levels.
The selected candidate will direct a team which develops high-impact resources and training materials to help governments implement successful practices developed by its partner centers, GovEx and the Center for Applied Public Research. GovEx Academy programming supports leadership development, institutionalizing data practices across governments, and creating solutions to pressing challenges in governments around the world. The Director will collaborate with researchers throughout Johns Hopkins University and others around the world as needed to ensure that training aligns with and uses cutting edge research to improve government practice.
The Director of GovEx Academy must have a forward thinking mindset, as he/she will be responsible for the development of new content and delivery methods, as well as mechanisms to fund both. The selected candidate must be a strong writer and convincing communicator, as he/she will work to identify and propose new funding opportunities, including but not limited to philanthropy, direct fee for service, and membership models.
This position reports to the Civic Impact Deputy Director.
Specific Responsibilities for the Director of GovEx Academy Include:
Creating and overseeing a long-term strategic vision for GovEx Academy.
Managing multiple grant-funded training programs in coordination with university staff, partner organizations, and philanthropic funders.
Managing a growing and diverse team responsible for curriculum design and deliver; project, program, and course management; video and media production.
Building the GovEx Academy team as necessary to support the design and development of trainings and courses.
Overseeing the development and implementation of online, in-person, and blended courses and other educational programs according to best instructional practices, current research, and accessibility guidelines.
Representing GovEx Academy to external stakeholders including governments, philanthropy, nonprofit organizations, and industry leaders.
Overseeing the planning of appropriate instructional strategies and objectives.
Developing and maintaining fidelity to a strategic plan to create and offer courses and trainings responsive to the needs of government employees, as well as to GovEx Academy funders.
Defining clear goals for the GovEx Academy and measuring progress towards those goals.
Ensuring that trainings, materials, and courses meet their stated goals.
Maintaining an understanding of digital and in-person teaching methods and tools.
Maintaining an understanding of trends in government data usage, including open data, performance management, analytics, and other areas as identified by Civic Impact and its associated centers.
Supporting the teams at Civic Impact and its associated centers in the effective development of resources and materials used in trainings and courses.
Conducting workshops, presentations, seminars, and other training methods for government staff.
Ensuring learners and other stakeholders are kept in frequent communication and productively participating in training and courses.
Developing fee structures for courses to ensure costs are covered.
Building and maintaining a list of potential clients to receive training.
Collaborating with outside institutions and organizations in coordination with clients to develop training materials that are locally applicable.
Identifying, proposing, and closing on new funding opportunities to support the further expansion of GovEx training.
Other duties as assigned.
The GovEx Academy Director must be an energetic, engaged professional with outstanding interpersonal skills. Qualifications include:
Minimum Qualifications (Mandatory):
Graduate Degree in a related professional field.
Five years related experience.
Additional education may substitute for experience, and additional experience may substitute required education to the extent permitted by the JHU Equivalency Formula.
Special Knowledge, Skills, and Abilities:
Proven ability to effectively communicate with government employees.
Extreme proficiency in Microsoft Excel, PowerPoint, and Google apps.
An understanding of quantitative research methods.
Ability to work with and understand complex datasets - including protocols for optimizing data hygiene and working with sensitive data.
Knowledge of how to create data visualizations in D3.js, RStudio,or Tableau.
Excellent oral, written, and research skills.
A commitment to a collegial workplace.
Ability to work independently and in a results-oriented workplace.
Proven ability to coordinate and inspire the work of others.
At least three years of managerial experience.
A Master’s degree (preferably in public policy or administration, statistics, or government analytics).
At least two years experience delivering training or courses, especially related to data usage.
Additional Special Knowledge, Skills, and Abilities:
Demonstrated effectiveness in consulting with faculty and subject matter experts to assess learning needs and recommend high-impact learning solutions and curricula.
Ability to manage and create a diverse content in a variety of formats, including recording and producing video and audio, text production, and digital learning development.
Capacity to clearly and succinctly convey content in a manner that engages learners and improves retention rates.
Proven means to work with diverse groups and individuals at all levels of an organization.
Ability to work on multiple projects concurrently.
Familiarity with funders focused on public sector, civic data, government, or educational investments.
