The Senior Quality Improvement Specialist is part an innovative and growing department at DCPCA, supporting the improvement of clinical and patient outcomes through Quality Improvement (QI) activities. The Senior Quality Improvement (QI) Specialist at DC Primary Care Association (DCPCA) supports community health centers in improving care quality and patient outcomes through implementation of evidence-based services. The Senior QI Specialist supports the quality improvement needs of health centers by providing trainings, technical assistance, and collaborating with other organizations to optimize clinical practice and improve quality performance.
Our member health centers provide high-quality, efficient, comprehensive, affordable, culturally-competent medical, dental, and behavioral health care. DCPCA’s Quality Improvement (QI) department supports health centers in providing high-quality care through technical assistance, face-to-face trainings, webinars, dissemination of resources and peer-to-peer connections. Our technical assistance and training is data-driven, evidence-based, and grounded in QI principles (including the Model for Improvement). Additionally, our department seeks efficient and proven solutions to systemic healthcare obstacles for vulnerable populations. We leverage this knowledge to connect the right resources and best practices to clinics, practitioners, and patients.
The Senior QI Specialist will have the primary responsibility of coordinating key QI activities and projects. The Senior QI specialist will provide training and technical assistance to health center clinical and administrative staff on a range of care topics including: oPatient Centered Medical Home (PCMH), team-based care and care coordination oChronic disease prevention and management, in particular diabetes and cardiovascular disease (CVD) oCancer screening (colorectal, breast, and cervical) oBehavioral health and behavioral health integration oSubstance Use Disorder (SUD) treatment, including opioid abuse oOral health and oral health integration oSpecial populations including: individuals dealing with housing insecurity or homelessness, and LGBTQ oSocial Determinants of Health (SDOH) oTrauma-Informed Care oQuality measure collection, analysis, and reporting oBest practices for use of available EHR, HIT, and HIE tools, including Meaningful Use (MU)

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide QI Technical Support and Training to Health Centers •Plan, coordinate, facilitate, and evaluate learning sessions/trainings for health center staff in collaboration with project partners including curriculum design, agenda setting, and trainer identification. •Serve as a resource for members on key content areas – connecting health center staff with the tools and resources they need to reach their care goals. •Provide technical assistance to member health centers around identified needs. •Work intensively with health center teams participating in assigned projects to refine delivery system and implement best practice concepts. •Design, develop, and implement member assessments around clinical performance and TA needs to identify opportunities for improvements and possible solutions. •Help health center staff commit to practice transformation and support the optimization of quality care. •Lead in the coordination of health center Peer Groups, including planning meeting logistics, communicating with members, preparing content for meetings, and directing follow-up coordination. •Develop relationships with health care providers within and outside the health center. •Work with key community partners to maximize resources.
Knowledge Contribution •Work with local and national agencies, independent subject matter experts, and member clinics to identify best practices and evidence-based practices. •Contribute to the development of expert knowledge on quality improvement frameworks and processes. •Attend trainings and learning opportunities that expand content knowledge. •Conduct research to expand the QI department’s subject matter expertise. •Support the development of member performance feedback report synthesis, analysis, and dissemination to member health centers. •Aggregate and analyze qualitative and quantitative data in support of project activities as well as for reporting purposes to participating health centers, funders, and DCPCA staff. •Disseminate resources to health center staff and regional bodies in pursuit of project-specific goals •Prepare project reports, memos and maintain project records and statistical information. •Support administration of program grants and deliverables including coordination of project activities, tracking deadlines, reporting activities, and convening the stakeholders needed to ensure that projects and products are of the highest quality. •Attend relevant stakeholder and advisory meetings to support overall program implementation and evaluation. •Other duties as assigned.

This position will be based in an office in Washington D.C. but will require travel to health centers throughout D.C. This position is primarily sedentary and may require some bending and lifting.

QUALIFICATIONS, KNOWLEDGE & SKILL REQUIRED:
Required qualifications and experience: •Master’s degree or Bachelor’s degree in relevant field with 5 years of relevant work experience equivalent •3 years of experience with health care clinic operations •Experience with community health care and primary care •Experience with quality measurement •Experience with various QI principles and approaches ((e.g., Care Model, Model for Improvement, Breakthrough Model, Lean) •Knowledge of principles related to QI Department’s training topics. Specialized knowledge in several of the below topics preferred: oChronic disease prevention and management, in particular diabetes and cardiovascular disease (CVD) oCancer screening (colorectal, breast, and cervical) oBehavioral health and behavioral health integration oSubstance Use Disorder (SUD) treatment, including opioid abuse oSocial Determinants of Health (SDOH) oTrauma-Informed Care •Excellent meeting-facilitation skills •Proven ability to teach others and conduct trainings for adult audiences •Excellent written and oral communication skills •Eager and driven to stay up to-date on the latest science and innovations regarding primary care and quality improvement •Proven experience with project management, in particular demonstration of ability to organize various activities and goals, manage multiple projects simultaneously, plan strategically, and see projects through to completion •Strong relationship-building skills, with proven ability to develop effective relationships with diverse stakeholders (government, community, and business environments) •Ability to work collaboratively with physicians, staff and external organizations •Ability to work effectively with diverse teams as well as demonstrated awareness and value of cultural competence •Team-player, ability to coordinate work collaboratively and resolve conflicts in a precise and timely manner •Effective analytical and problem-solving skills, with the ability to quickly gather information (quantitative and qualitative), identify trends, and propose solutions •High degree of proficiency with MS Office products, including Word, Excel, PowerPoint, and Outlook.
